04.The Standard

Four states, seven stages, one constraint that is actually binding.

The four states

Every rollup verdict the ten instruments can return maps to CLEAR, WORK, BLOCKED or UNKNOWN through a single stated table. Nothing else in the engine interprets a verdict string, so a verdict word changing in a constituent product breaks the bundle loudly rather than quietly.

The binding constraint

The earliest stage carrying a BLOCKED instrument. Everything above it that reports a problem is marked NOT YET ACTIONABLE — its answer stays true, and it stops being next. Proved across every reachable combination of the ten instruments' states.

An unknown never binds

An instrument you did not run, or one that refused to answer, reads UNKNOWN and can never be the binding constraint: you cannot be blocked by something you did not measure. It is reported as a gap instead — and an unknown at or below the constraint is the one to worry about.

Two things the verifier found rather than assumed

Not every instrument can block the stack: the Orphan-Page Reachability Sweep’s worst outcome is a refusal, which maps to UNKNOWN, so it can never be the binding constraint. That is a property of the constituent product rather than a choice made here, and the state space is enumerated over what each instrument can actually reach. And the engine layer is checked on a seeded random sample of 4,000 assignments rather than all 786,432 — the properties are exhaustive, the engine runs are sampled, and the verifier output says so.
