It is just uncomfortable, which is a different problem, and the reason this ships with a migration runbook rather than a lecture.

If no surface reads OWNED, the portfolio reads NOTHING SURVIVES regardless of the retention number. Retention can look healthy purely because you are spread across rented land, and that is diversification without ownership.
The shipped verifier reimplements the whole model from the spec and compares it against the engine across 729 surface states and 2,916 portfolios. Along the way it counts the portfolios where the dispositive overturns a healthy-looking retention figure: 96 of them retain 66% or more of their reach through the worst single outage and still read NOTHING SURVIVES. That number is printed by the verifier you receive, not asserted on this page.
