How the AI UGC Ad Compliance System gate works

How the AI UGC Ad Compliance System rolls a campaign's ads up to its worst: an ad with an unsubstantiated claim or an undisclosed synthetic endorsement gates to PROHIBITED, and one prohibited ad holds the whole campaign at HOLD, however launch-ready the rest are.

How the gate works

This tool grades every AI or UGC-style ad in a campaign against disclosure and claim-substantiation rules, then rolls the campaign up to its worst ad. It reads 8 ads and rolls them into one verdict — the worst, never the average — and then a gate that can only make it worse.

The verdict bands

GO
every ad is LAUNCH — disclosures present and conspicuous, every claim supportable
FIX
no ad is prohibited, but at least one needs a disclosure added or strengthened, or a claim substantiated
HOLD
any ad is PROHIBITED — a synthetic testimonial, a claim the speaker can't make, or an unsupported health / earnings claim
Hard-stop · worsen-only

An ad that frames a synthetic persona as giving a first-person testimonial, that has a consented avatar make a claim the real person can't, or that makes an unsupported health or earnings claim is PROHIBITED — a label can't cure it, only a rebuild. One prohibited ad holds the whole campaign at HOLD no matter how many other ads are ready to launch.

In the worked sample it reads HOLDOne ad is clean to launch and four only need a fix — a disclosure added or strengthened, a claim substantiated — which alone would read FIX. But three ads are PROHIBITED: a synthetic persona giving a lived-experience testimonial, a consented avatar making a claim the real person can't, and an unsupported earnings claim. A label can't cure any of them, and one prohibited ad holds the whole campaign, so the gate reads HOLD. The one thing to fix first: AD-01 synthetic testimonial — a synthetic persona is framed as having used the product, a first-person claim it can't substantiate. Reframe it — drop the personal-experience claim or use a real customer; disclosure won't cure it, so it's the hard stop to clear first..

Common questions

Can every ad look survivable on the How the AI UGC Ad Compliance System works and the company still read HOLD?

Yes. The roll-up takes the worst of 8 ads — never the average — then a worsen-only gate, the Hard-stop gate, escalates when trouble clusters. In the worked sample it reads HOLD because one ad is clean to launch and four only need a fix — a disclosure added or strengthened, a claim substantiated — which alone would read FIX. But three ads are PROHIBITED: a synthetic persona giving a lived-experience testimonial, a consented avatar making a claim the real person can't, and an unsupported earnings claim. A label can't cure any of them, and one prohibited ad holds the whole campaign, so the gate reads HOLD.

What is a worsen-only gate?

A dispositive rule that can only lower a verdict, never raise it. One fatal flaw overrides an otherwise-set of survivable lines, because a single disqualifying gap shouldn't hide behind an average of the healthy ones. The tool also names the one thing to fix first — here, "AD-01 synthetic testimonial — a synthetic persona is framed as having used the product, a first-person claim it can't substantiate. Reframe it — drop the personal-experience claim or use a real customer; disclosure won't cure it, so it's the hard stop to clear first.".

Not legal advice and not a compliance certification. Triage and documentation support — it grades each ad's structure, never a person, and does not guarantee against FTC enforcement or a platform takedown. Dated figures (penalty amounts, state-law amounts, the EU AI Act Article 50 date) move quickly; verify against primary sources and have counsel review anything high-stakes.
