Blocker gate · worsen-only

A blocker item - a signed agreement, a non-expired government ID, or a signed data-processing consent - that is missing, expired, or invalid holds that case at HOLD INTAKE no matter its completeness percentage. One blocked case is enough to put the whole queue at INTAKE BLOCKED.

In the worked sample it reads INTAKE BLOCKEDAcme is 100% complete and cleared to start, and Northwind is at 67% but only missing paperwork it's safe to chase. Globex is 83% complete - higher than Northwind - but its government ID expired, and that's a blocker. The blocker holds Globex at HOLD INTAKE regardless of the other 83%, so the queue reads INTAKE BLOCKED, not an average of the three. The one thing to fix first: Globex onboarding - renew the expired government ID; a blocker overrides completeness no matter how high the percentage runs..

What is a worsen-only gate?
