How the Document Intake Completeness gate works
This tool grades an intake queue against the requirements checklist you define. It reads 3 cases and rolls them into one verdict — the worst, never the average — then a gate that can only make it worse.
The 3 cases
A blocker item - a signed agreement, a non-expired government ID, or a signed data-processing consent - that is missing, expired, or invalid holds that case at HOLD INTAKE no matter its completeness percentage. One blocked case is enough to put the whole queue at INTAKE BLOCKED.
Why: Acme is 100% complete and cleared to start, and Northwind is at 67% but only missing paperwork it's safe to chase. Globex is 83% complete - higher than Northwind - but its government ID expired, and that's a blocker. The blocker holds Globex at HOLD INTAKE regardless of the other 83%, so the queue reads INTAKE BLOCKED, not an average of the three.
No single case is the crisis — the clustering is. The roll-up takes the worst, the gate escalates when trouble compounds, and it names the one thing to fix first. Checks your own intake packets against a checklist you define. It does not score or rank people, and it is not legal advice.
