The verdict bands
Any outcome with no Kirkpatrick measure — reaction, learning, behavior, or results — forces FLAWED. A plan you can't evidence isn't coherent, regardless of the score.
In the worked sample it scores 94 out of 100 and still reads FLAWED — Role fit, sequence, and time budget all score full — a 94, squarely COHERENT. But one outcome ('spot an AI hallucination before sending') ships with no way to measure it, so the gate forces FLAWED. A plan you can't evidence isn't a plan. The one thing to fix first: Outcome-measure coverage — give every outcome a Kirkpatrick measure (reaction, learning, behavior, or results)..
