How the OEE Honesty Grader gate works
How the OEE Honesty Grader scores a line's true OEE from Availability, Performance, and Quality: a planned-time gate forces INFLATED when over-budget changeover is taken out of planned time — which is how a line posting 78.2% reported still reads a true 74.3% and INFLATED. Across the sample's seven lines the plant reads INFLATED REPORTING, its worst line.
How the gate works
This tool grades each production line's true OEE on the line's own numbers, with over-budget changeover booked as planned downtime put back into planned time. It reads 7 lines and rolls them into one verdict — the worst, never the average. Before the roll-up, the planned-time gate reads each line: where over-budget changeover was booked as planned downtime, the line reads INFLATED however high its true OEE. The gate can only make a line's verdict worse.

The verdict bands
Any over-budget changeover booked as planned downtime (more than half a minute taken out of planned production time) makes the line read INFLATED however high its true OEE reads, until it is put back. Excluded micro-stops move loss between Availability and Performance and do not move OEE.
In the worked sample it reads INFLATED REPORTING — Seven lines. Four read TRUE OEE AS DESCRIBED and Line 6 - Shrink Wrapper reads SOFT NUMBER at a true 48.9%. Two read INFLATED through the gate: Line 1 - Filler booked 25 minutes of over-budget changeover as planned downtime (reported 78.2%, true 74.3%) and Line 4 - Palletizer booked 45 minutes (reported 66.3%, true 60.6%). Both true numbers clear the 60% line. Line 1's 35 excluded micro-stop minutes move loss from Availability to Performance and do not move OEE. The plant takes its worst line and reads INFLATED REPORTING. Marked fix first on this sample: Line 4 - Palletizer: the larger inflation of the two INFLATED lines, +5.7 points (reported 66.3%, true 60.6%), from 45 minutes of over-budget changeover booked as planned downtime.
Common questions
Can a line with a true OEE above 60% still read INFLATED on the OEE Honesty Grader?
Yes. Each line's true OEE is banded at 60% and 40%, and a worsen-only planned-time gate then reads INFLATED on any line where over-budget changeover was booked as planned downtime. In the worked sample Line 1 - Filler has a true OEE of 74.3%, above the 60% line, and reads INFLATED because 25 minutes of changeover were taken out of planned time, which is how it reported 78.2%.
How does one line set the plant verdict?
The plant verdict is the worst line, never the average: any INFLATED line reads INFLATED REPORTING, otherwise any SOFT NUMBER line reads SOFT REPORTING, otherwise NUMBERS HOLD. In the worked sample four of seven lines read TRUE OEE AS DESCRIBED and the plant still reads INFLATED REPORTING, because Line 1 - Filler and Line 4 - Palletizer read INFLATED.
