How the OEE Honesty Grader scores a line's true OEE from Availability, Performance, and Quality: a hidden-downtime gate forces INFLATED when excluded stops and reclassified time pad the number — which is how a line posting 83.8% reported still reads a true 77.6% and INFLATED.
How the gate works
This tool grades Availability x Performance x Quality on the line's own numbers - then floors the verdict to INFLATED the moment excluded or reclassified downtime is hidden from the calculation. Each control is marked from your own evidence and weighted into a 0–100 score — and then the score is run past a gate that can only make the verdict worse.

The verdict bands
Any excluded micro-stop or reclassified changeover time - time hidden from the availability factor - floors the verdict to INFLATED however high the true OEE reads, until that time is restored to the calculation.
In the worked sample it scores 78 out of 100 and still reads INFLATED — True OEE for Line 1 - Filler comes out to 77.6% (Availability 79.2%, Performance 100.0%, Quality 98.0%) - on its own that clears the 60% floor and reads TRUE OEE. But 60 minutes of downtime (35 min excluded micro-stops + 25 min reclassified changeover) never made it into the availability factor: restore it and reported OEE drops from 83.8% to the true 77.6%. Hiding time from the calculation floors the verdict to INFLATED regardless of the score.
