How the AI Seat Right-Sizing Scorecard grades a software seat: five weighted utilization signals, with an over-provisioned gate that caps a seat at DOWNGRADE when it's on a tier it doesn't use — which is how a 77-utilization seat still isn't a KEEP.
How the gate works
This tool grades each software seat's real utilization. Each control is marked from your own evidence and weighted into a 0–100 score — and then the score is run past a gate that can only make the verdict worse.

The verdict bands
A tier-to-usage fit of 0 caps a seat at DOWNGRADE regardless of the score — a heavily-used seat on a plan it does not need is still overspend. (A seat both inactive and cold is RECLAIM outright.)
In the worked sample it scores 77 out of 100 and still reads DOWNGRADE — The seat is used heavily but sits on a Premium tier it does not need — tier-to-usage fit scored 0 — so it is capped at DOWNGRADE despite a 77 utilization. What is a worsen-only gate?
A dispositive rule that can only lower a verdict, never raise it. One fatal flaw overrides an otherwise-good score, because a single disqualifying gap shouldn't hide behind a high average. The tool also names the one thing to fix first — here, "Tier-to-usage fit — move this user to the plan their usage actually fits. The seat is real; the tier is not.".
