How the gate works
This tool grades each software seat's real utilization. It scores 5 weighted controls into a 0–100 number — then a gate that can only make the verdict worse.
The 5 weighted controls
A tier-to-usage fit of 0 caps a seat at DOWNGRADE regardless of the score — a heavily-used seat on a plan it does not need is still overspend. (A seat both inactive and cold is RECLAIM outright.)
Why: The seat is used heavily but sits on a Premium tier it does not need — tier-to-usage fit scored 0 — so it is capped at DOWNGRADE despite a 77 utilization.
A high score didn’t save it. The score is context; the gate is the answer — and it names the one thing to fix first. A decision aid for software-spend right-sizing, not financial advice. Grades usage you describe.
