How the gate works

The verdict bands
Two of the six signals are gates — measured outcome and cost vs. value. If a pilot was never measured against the target it launched to hit, or its all-in run cost exceeds the value it delivers, the verdict is KILL no matter how high the score. A pilot you can't prove and a pilot that loses money are each, alone, a reason to stop; polish elsewhere can't outvote a dead gate.
