A stage can never read higher than the stage before it. That is not a scoring convenience — it is what the readings mean. A finding about a decision that was already not held describes something that was never binding in the first place.
An instrument you have not run is left out of its stage rather than guessed at. It counts neither for nor against you, and a stage with nothing established cannot cap what follows — the cap needs a finding to rest on.
