A thread blocked on your decision, or one with a dated deadline this week AND an input awaited on you, is forced to DECIDE NOW no matter how quietly it scores — so a thread can look parked and still be genuinely due. The office lease scores just 35 yet reads DECIDE NOW because it is blocked on you. The deadline trigger needs both flags.
Why: Four of five threads read DECIDE NOW — two on soft score alone (Series A at 100, Enterprise renewal at 88), one on the deadline-and-input trigger (the key hire), and one forced up from a quiet 35 by the blocked-on-you trigger (the office lease). Any single DECIDE NOW makes the whole week DECISIONS WAITING — worst thread, not the average.
